African Policy CenterProf. Elaine Unterhalter is Professor of Education and International Development at the Institute of Education at the University of London, in the Faculty of Policy and Society. She works on themes concerned with gender, race and class inequalities and their bearing on education. Her specialist interests are in the capability approach and human development and education in Africa, having worked in a number of African countries. Her current research interests are on education, poverty and global social justice, higher education and global inequality. Elaine is particularly interested in the implementation of policies linked to global policy frameworks and thinking about what will replace the MDGs. Dr. Sally Brooks is a development social scientist with 20 years experience in international development as a researcher, teacher and practitioner. Before coming to York, she spent several years at the Institute of Development Studies (IDS) at the University of Sussex as a doctoral researcher and as a postdoctoral researcher with the STEPS Centre. She is interested in how decisions are made in international development efforts to improve food security, health and well-being in the Global South: and the extent to which these decisions respond to lived realities and local knowledge in diverse contexts. Broadly, her research bridges the fields of development studies and science and technology studies (STS) to critically examine decision making processes in international bio-science research for development. Research to date has focused on donor-funded programmes for the development of nutritionally enhanced rice (biofortification) in Southeast Asia; the politics and processes shaping responses to climate change in Kenya - from donor-funded biotechnology research programmes to farmers’ innovations and adaptive strategies; and a comparative study of biosafety policy processes in Kenya and the Philippines.

Previously she worked as a development practitioner for several years. She has lived and worked in Papua New Guinea, Vietnam and Cambodia; specialising in organisational and programme management and capacity development for a range of mainly non-governmental organisations working in rural development, micro-enterprise, peace building, human rights, gender and development, and the training of development managers. Her areas of expertise include: International development, Sustainable development, Food and agriculture, International science policy processes and Biotechnology and development. More…
